IPTV Germany: How Internet TV Works in Germany

How IPTV works in Germany: licensed internet TV, the broadcasting contribution, broadband needs, EU and German copyright rules, and what to check first.

IPTV in Germany means TV delivered over broadband, either from a licensed German provider or from a subscription service you watch through an app. Germany has a mature internet TV market: telecom operators bundle IPTV with broadband, live TV streaming apps carry the main channels, and the public broadcasters stream their programmes online. Here's an English-language overview for viewers in Germany.

Licensed internet TV in Germany

  • Operator IPTV — broadband providers offer TV packages delivered over their own networks, with a set-top box or app.
  • Live TV streaming apps — services that stream German channels to smart TVs, sticks and phones, typically with free and paid tiers.
  • Public broadcaster media libraries — ARD and ZDF stream live channels and on-demand programmes in their apps.
  • Free ad-supported channels — FAST services on smart TVs.

The broadcasting contribution

Germany funds public broadcasting through the Rundfunkbeitrag, a contribution charged per household rather than per device. It generally applies whether you watch via aerial, satellite, cable or the internet. Check the official contribution service for your situation.

Broadband for IPTV

German homes connect via DSL, cable, fibre or mobile broadband. For each stream, allow roughly 15–20 Mbps for HD and 40 Mbps or more for 4K. Older DSL lines far from the exchange can struggle with 4K, and evening congestion varies by provider. See our internet speed guide.

The legal picture

IPTV technology is legal. Content is protected by German copyright law (the Urheberrechtsgesetz) and EU law. In April 2017 the Court of Justice of the European Union ruled in the Filmspeler case (C-527/15) that selling a media player pre-loaded with add-ons linking to unlicensed streams can amount to a "communication to the public" — an infringing act — and that the temporary copies made when streaming from an unlawful source are not covered by the EU's temporary-copy exception. In practice:

  • Licensed services and broadcaster apps are lawful.
  • Offers of every paid channel for a very low price are a warning sign.
  • Pre-loaded "fully loaded" boxes are a legal and security risk.

Watching channels from other countries

Many people in Germany look for IPTV to watch channels from their home country, such as UK channels. Licensing for those channels is often territorial, so check what a service is licensed to offer. Distance to the server also affects performance: test any overseas service on your own connection first.

Devices

Smart TVs from Samsung and LG, Fire TV Sticks, Android TV and Google TV devices, Apple TV and phones all work with IPTV player apps. Operator boxes usually only run the operator's own service. See supported devices.

VPNs in Germany

VPNs are legal in Germany, and some people use one for privacy. A VPN doesn't change whether content is licensed and can affect speed — read our IPTV VPN guide.

Frequently asked questions

Is IPTV legal in Germany?

IPTV technology is legal in Germany and is used by licensed providers. Streaming from sources that are not licensed can infringe copyright: in the 2017 Filmspeler case the Court of Justice of the EU held that temporary copies made while streaming from an unlawful source are not exempt under the temporary-copy exception.

Do I have to pay the Rundfunkbeitrag if I only use IPTV?

The Rundfunkbeitrag is a household contribution in Germany that is generally payable regardless of which devices or services you use to watch TV. Check the official contribution service for your circumstances.

Which devices work for IPTV in Germany?

The same as elsewhere: smart TVs with a compatible app, Fire TV Sticks, Android TV and Google TV devices, Apple TV, phones, tablets and computers.
